Announcement – Contract Awarded to Washington’s, Inc.

The Mayor and Council are pleased to announce that the contract to manage and operate the Black-Eyed Susan Riverboat had been awarded to Washington's, Incorporated. Jim and Kathy Washington are long-time residents of Snow Hill. Jim Washington is a chef by trade and has owned two successful restaurants in town, The Snow Hill Inn and Tavern on Green Street. He recently retired as the culinary arts instructor for Somerset County Schools. The Washingtons own a catering business and also operate "Take Out Tuesdays" at the Changing Palette in Snow Hill.
The town was first approached last May by Tom Perlozza, Worcester County's Director of Economic Development, with the possibility of purchasing the riverboat to encourage economic growth and sustainability for Snow Hill. Town and County officials toured the boat last July in Havre de Grace, Maryland. The Worcester County Commissioners voted to give Snow Hill a zero-interest loan to purchase the boat and make needed maintenance repairs.
The Snow Hill Town Council voted in September to sign a letter of intent to purchase the boat contingent on secure financing and a consensus of town resident support. A special public hearing was held in September 2020 and positive feedback was received at the hearing. The Council voted to purchase the riverboat at its meeting in October, 2020. The Black-Eyed Susan arrived at Murtech Marine in Salisbury on October 12, 2020 to begin the repairs and painting of the boat.
The Town published a request for proposal (RFP) in February to find an operator for the boat. The request for proposals was open until filled. Contract negotiations with Washington’s, Inc. have been underway since late March and completed late April. The contract and lease agreement negotiated between the Town and Washington’s Inc. are available for view at Town Hall upon request.
Meetings with County stakeholders have been overwhelmingly supportive and productive and we look forward to this partnership with Worcester County and Washington’s, Inc.
The Black-Eyed Susan is scheduled to be at her home port in Snow Hill by mid-June. Operations will be underway when staff is hired and trained.
